Carteret County OKs Rezoning Request for Marina, RV Park Near Core Creek Road and Beaufort, NC

Carteret County commissioners voted 7-0 Monday night to rezone two parcels totaling 4.72 acres at 307 Core Creek Road and 122 RV Park Drive near Beaufort from B-2 (Marine Business District) and RCP (Recreational Camper Park District) to RCP-CZ (Recreational Camper Park Conditional Zoning District).

The board acted during its regular monthly session in its meeting room in the administration building on Courthouse Square. The vote followed a public hearing during which no one spoke.

The two parcels are already occupied by RVs and a commercial marina. Application Richard Collette wanted the rezoning so he could combine the marina and the RV park on one parcel with the same zoning.

He agreed to the conditional zoning, which limits the single property use to no more than 10 RVs, the commercial marina with a club house and an office.

County Planning Director and Assistant Manager Gene Foxworth said the property is bordered by single-family zoning to the north , RCP and R-15 zoning to the east and south and unzoned parcels to the west across the Intracoastal Waterway.

Foxworth said the property is situated within the Rural with services CAMA Land Use Plan classification. Areas included within the rural with services classification are developed at very low densities. Land uses include residential, public facilities, health care facilities, and scattered commercial and industrial uses. Central water service is provided or may be extended to the areas. Wastewater treatment is by individual septic tanks. Lot sizes are large.

The county contacted 25 surrounding property owners and received no objections to the zoning change.

The county planning commission voted 5-0 during its October meeting to recommend approval of the rezoning request.

Also during the meeting, commissioners voted unanimously to declare its intent to approve a request from Logan Rio, owner of 400 Pearson Circle in Newport, to abandon and close a 251.15-foot unnamed and undeveloped right-of-way adjacent to her property.

The vote followed a public hearing in which no one voiced any objection. Foxworth said the N.C. Department of Transportation has never accepted this unnamed and undeveloped right-of-way into the primary or secondary road system.

Before formally approving the request from Rio, the board must advertise its intent for three consecutive weeks then hold a public hearing. The hearing will be during the board’s Dec. 18 meeting.
