Developer Scott Lepman, who is building a 175-space recreational vehicle park on 49 acres in Philomath, has submitted an application to the city to complete the project in phases.
If the application receives approval, the Tall Timber RV Park construction schedule will be split into five phases.
“The request for phasing is being made to accommodate the applicant’s desire to align the construction schedule with anticipated market demand and conditions,” the Glorietta Bay LLC application reads. “This phased approach will allow for a gradual development process, enabling the project to be scaled and adjusted according to market needs.”
The project is located on the east side of North 19th Street just south of the railroad tracks.
The first phase is underway and includes the park’s reception building and one RV space. The second phase would include 31 spaces, followed by 37 spaces in the third phase, 102 spaces in the fourth phase and four spaces and a community building in the fifth phase.
The Glorietta Bay application also states that “phasing will facilitate more effective management of infrastructure development and construction timelines, ensuring the project meets the city’s standards while being completed in a timely manner.”
Lepman’s Philomath project dates back to 2019 when the RV park, industrial flex space and storage facility proposals went through a comprehensive public process that attracted a great deal of public attention. The Philomath City Council ultimately approved the development in November of that year in a meeting that ran past midnight.
In a 2023 interview, Lepman said his Philomath projects had been progressing at a slower pace than anticipated because of supply chain issues.
Based on the requests, the application was designated as a “minor modification.” The city planner is scheduled to take action on the application on July 1.
